Chang San-cheng or Simon Chang () (born 24 June 1954) is a Taiwanese politician. He currently serves as the Vice Premier since 8 December 2014.〔http://www.tchcsc2013.org/cv/k2.pdf〕
==Early life==
Chang obtained his bachelor's degree in civil engineering from National Taiwan University in 1976. He then obtained his master's degree in civil and environmental engineering from Stanford University in 1977 and doctoral degree in civil and environmental engineering from Cornell University in 1981 in the United States.
